I am glad you bring that up because that means the official PR about the new signed contract funded by the federal government is likely true since like you said putting false information about a signed contract and involving the federal government would be a crime.

Regarding the integration and the MOU even though there was no official PR is easy to verify by contacting the companies involved and it will also be silly for a company based on the US to make such claims via any media outlets involving other companies on the US too. It could be ground for a Law sue and will make no sense don't you think and by the way for companies to put out a PR cost more than 100$, just so you know.
