The SEC is not looking at sales by insiders unless the sales occur at highs before bad news put the company in dire straits.
The SEC looks at buys from insiders and unless the company is going out of business or a drug was rejected and is not public knowledge yet as previously stated the SEC has no real concern for sales unless tipped by a informant for the 10% finders fee like in the IMCL cases.
So your argument is erroneous that sales are are triggered to avoid SEC regulations.
If that were the case then buys would also be triggered for the same reasons. There are no buys from Kleanthis.
