That's the way I interpret it as well; so people will have to be patient(as usual)& give the Army time to evaluate the study. It could certainly be several weeks, maybe even a few months until a contract or contracts are signed. We saw what happened 2 weeks ago when some people gave up; the price collapsed to .0008, only to triple the next day. This is not a quick flip, swing trade, imo-ya gotta be VERY patient.
