I have extended my reach out to multiple online brokers, ETrade got back to me with this:

"Thank you for contacting E*TRADE. Unfortunately we are not able to provide information regarding our customer’s trading strategies. The OTC (over the counter markets) and other markets are unregulated, and market makers are not required to execute orders even if it is the best price currently available."

Then they just posted me links to OTCBB and other crap.

Still waiting on a few others to get back to me.
