Treaty must be re-writing the "newsletter"...

Treaty has admitted to submitting a plug and abandon for San Juan 1,2, and 3...

The one part of your post that is correct is that Treaty and Princess Petroleum have submitted a voluntary P&A to plug San Juan 1-3.



Though I doubt very much that it was "voluntary"...
