The motorcycle taxi ban has been in effect for over a year and it's only within the city limits in Lagos. It was implemented for safety reasons according to news reports.

The average citizen makes around $500 US dollars per month there. At $183 per meter and an unregulated taxi industry in a lawless society, Nigeria isn't going to be the market where meter sales do well.
