The b/a during off-hours are what's left in the computer systems after the markets close: they are residual bs/as which have not been cancelled or hit an automatic delete.

Usually, they are meaning-less.

Before the markets open, people place orders which enter the flow but, until the markets open, the bs/as may not be truly reflective yet.
