Often times when a shell is ready to do something again, they will file this to show they are alive, but terminate their obligation to file to save money on filings, and also protect against getting revoked because of failing to file. The market takes this as bullish because it may be a long dormant, long thought dead and forgotten stock that is about to be revived and/or merge etc.
