I am not an authority or expert on the subject but I would certainly think so, and that is why I do not think it is dilution. I don't think H.I.S.S. would put the uplisting into jeopardy over something that would materially affect the company (which means change the info. in the SEC filing). That would be suicide. People/parties (maybe MM's) selling their shares, yes. The company, no.
