no - it was both, but the main reason was that they discontinued purchasing plastic from suppliers who were not only expensive but who were throwing everything into the mix to get rid of it including a baseball bat, bolts, liquified manure, fats, etc. The combination of better quality plastic and better trained staff resulted in 95% efficiency rating of the input.
