So who is naked shorting?


Someone with a BIG trading acct

Doesn't it cost money up front to short?


The margin requirement is $2.50/share it takes BIG $$ to short pennies so it happens far less than you'd thing

remember abusive short sale practices are also illegal, so contrary to many posters here it doesn't happen nearly as often as it's talk about :/
