The duty to surrender any outstanding certificates may also be enforced by action at law.




Ah, but see, is that not proving my point? The TA can be forced to surrender certificates by law IF the issuer gets the court order. I believe at first you said the TA can get a court order to not have to send out the cert, other wise they have no right. lol
