I don't think this is a p&d. aavg already is in trouble with the feds on many levels. to exacerbate that would be financial suicide and possibly some jail time. unless of course, they enjoy taunting the feds. these guys are on the edge as it is. they hold this stock and they are probably desperate for a means to get out from under all of that debt. licensure restored, omvs takes over...pps goes up and we are all right again....

wishful thinking? maybe, probably, this is pinkieland, but there is some degree of logic in it!! LOL
