I beg to differ. It's safe to say that non reporting companies are at extraordinary higher risk, hence the laxity of the Pink sheet rules. NASDAQ requires SEC 3rd party audited filings not only because of the reputation of all the entities concerned, but because it protects the shareholders due to the much lower probability (and risk) of financial anomalies.
