Here was the response I got:
Thank you for enquiry.
Please be informed that after investigation in our data basis, we are unable to retrieve the patent application you are referring to.
Therefore, we are not in a position to help you further.
Should you be interested in a patent search i.e. by searching with the name of an applicant we kindly refer you to Espacenet. This database is a free patent information service offered by the EPO on the internet where one has the possibility to search in more than 70 million patents and published patent applications worldwide. In this respect, please note that an application should be published after the expiry of a period of 18 months from the date of filing or, if priority has been claimed, from the earliest priority date. A search in the Espacenet database is possible using various key words in English in the title or abstract field; in addition a search under the name of the applicant/inventor or a company is also possible as well as a number search or classification search. This database is intended as a search tool but does not however replace the services of patent search professionals.
Should you need assistance or further information about different search functions, you may contact the Electronic Library directly:

After receiving this email, I went to Espacenet to do a patent search and found nothing. I will follow up by contacting CBIS directly with a copy of the EPO's response and see what their reply is.
