Can anybody clarify the situation regarding stock dilution for me?

I know that Wyoming corporations can have unlimited a/s

Can a Wyoming corporation just issue new common stock onto the otc without pre-filing any paperwork?

Surely any new stock issues can only be done via the corporation and the issue proceeds go into the corporate treasury?

If so, how does EV “print stock” and personally benefit?
