Because Samsung wanted to learn some methods from Apple to use in their own products. Which they apparently did exactly that.

I suppose Intel will be willing to build Qualcomm LTE modems. If Qualcomm was stupid enough to allow it.


Spinning wafers for an outside design gives you no more insight
to that design than buying phones on the street and paying
Chipworks to work the chip down layer by layer and provide you
imaging at each step.

If anything the information flow is the other way - your foundry
customers have access to design rules, electrical parameters,
and simulation models that could provide insights to the true
capabilities and limitations of your products they compete with.
