Neither. Many "decent" settlements forgive past usage (some or all) in exchange for more favorable terms going forward. It's impossible to guess the settlement terms or amounts because of all of the potential provisions that can accompany such an agreement.

There may not be a war chest. And any cash VRNG does receive is put to much better use reinvesting in itself (acquiring more assets, developing/expanding on its current portfolios, etc.). All IMHO.
