VPER has not succeeded in anything yet...they SAY they have completed the pilot program now, but according to Sri Lanka, they were completed a long time ago...They SAY they are negotiating contracts, but how many times have we heard that? How many times have we heard what they say they are doing and it never really happens? EVERY TIME they have said it, it's been BULLSHIT! This time is no different
