Why SEC is always one step behind them? Why don't they have these guy running the APS lock them up in JAIL?

What a jokes to suspended these company that's only hurt the rookies investor, APS is the key to ALL the problem and the SEC can NOT stop them pulling these crap chit over again and again.
THAT IS BEING SAID THE SYSTEM IS TOTALLY F*UP.
