For every sell order there is a buy. It can either be a match trade where the market maker is fillin a buy order from a sell order or sometimes it is the market maker who is the buyer and a retail seller. Sometimes it is just buyers and the seller is the market maker selling naked short shares. In any event for every buy there is a sell and for every sell there is a buy. There is no such thing as more buys than sells.
