you are correct, though the law has been broken - a prosecutor has to take the case and bring charges after an investigation shows evidence of wrongdoing. I guess they aren't willing to do that yet. Doesn't mean it will never happen, but I'm sure they have bigger fish to fry with scams like PCFG. Keep your eyes open and maybe one day, action will be taken...
