I printed the documents and it states Velatel Global Communications as the MVNO Guarantor, so this is the same company China Motion Telecom, for which Velatel Global purchased. I have the actual documentation stating Velatel Global Communications is the owner. There are 137 pages to the documentation and on pg 4 it is clear about velatel global communications as the owner.
