Intel is discussing with customers what they would like from the new version of the Xeon processor. Intel's Indian officials said the improvements would be decided after hearing comments. The new processor will be ready in three years.

Maybe the customers tell Intel that they would like 64-bits? Either way, three years is a long time to wait.

Edit: Perlmutter said the company plans to spend $100 million in India over three years and increase staff to 3,000 from about 1,000

This makes sense, by the way, givin its relative proximity to IIT.
