Someone sells to bid at .0195 when ask is .0215. Doesn't mean dumping. If they bought at .013 they are selling for a profit but undercut the ask so they can sell their shares does not = dumping. It means someone selling to unload shares to bid for a potential profit. Especially on a slower volume day in which there is nothing going on and no reason to slap the ask.
