I think the SEC could easily start with the real 'Harry' and he would offer up his colleagues pretty quickly if he were facing jail time. This isn't my area of expertise and we're only speculating about there being others involved, but it seems to me an obviously illegal stock manipulation effort engaged in by multiple parties might make a good conspiracy or RICO case.
