I would not consider LEI, as it has , maybe 600 million shares on the market and 0 revenues. I don't think it has any worth at all, so sub penny or sub half penny would not entice me. The company is just surviving on share issuance, without selling product or services, a true recipe for disaster. And the CEO is in financial trouble. Not a good combination.
