The problem seems to be the length of time that we have been close to mining but cannot get started

100% accurate statement. The market is unsure how to react to this stock + we have debts that have come online which doesn't help anything.

Do you believe it mining is coming or do you believe it's a sham? IN my opinion you have to make up your mind there and make your move based on that.

In my opinion, there is zero doubt that mining is coming "soon" (1 week, or 3 months, I don't know). While we wait, the PPS will bounce around and often be disappointing. When the news comes, KABOOM.

From a technical perspective we did just break a multi month downtrend, so in my opinion this would not be a great time to sell.

I will be holding NBRI to well over a dollar, which seems all but a done deal if the story unfolds as I expect it will.
