Loch Harris had a contract with Lucent, remember that, a NDA?

A contract can be any type of agreement- anything.

CDEx may have a contract providing janitorial services for the pizza place next to their shop. Maybe that's why no one answers the phone at CDEx, junior is busy mopping the floor next store.
