Excercising the warrants would not in itself put the Fannie/Freddie on federal balance sheet. 79.9% ownership does not necessitate that parent corporation has to report holding company assets/liabilities on its own financial statements. 80% ownership is the dividing line, wonder why the ratio was set to 79.9% not 80% or some other round figure, just to skirt the holding company law ... Ha!!
