Obviously you didn't read the Petition. The Problem was that he could find no Broker to except the shares for deposit after Treaty finally and reluctantly removed the restricted legend because they were not in compliance with the SEC and they questioned the Felony record that Blackburn has. Blackburn by law was not allowed to sell the shares in the first place.
