yep... the delay but it can come anytime on the update. Just one update saying some of our partners who we are to work with that submitted the bids, got them. We are to reveal soon of the size of the contract on ACLP's portion. That will pop this to .01 easily.

News of all the companies that we involve with in the bidding are expected to get contracts and that our business portion is a substantial size of $6.9 billions. That will just push this to .10 to .50 a share on speculation alone.

Maybe insiders are doing this (debt holders mainly) to push price down to collect shares since they know if the news hit, they won't be able to convert at .01 a share. Maybe at that time, they will just offer debt forgiveness. Maybe that should be first before the company announce about contracts.
