Alexander Grichener and Vladimir Shats were identified as the ringleaders of the scheme which included 58 other defendants. Both were accused in a federal indictment filed on October 16, 1996, in the Western District of Pennsylvania, Pittsburgh Division, of having ties to Russian organized crime, and of recruiting Russian immigrants for the scheme.

Alexander Grichener and Vladimir Shats both went to jail
