Obviously, most participants purchased today at or around 2 cents. I agree its clear management wants to promote this and get writeups from news sites. But this will only happen with the churning of regular PRs. I don't know how many PRs they have on standby but that would be important to enhancing PPS. Any deal with Lukoil is big and again investor awareness with the churning of PRs.

In 2009, I saw this happen with another Russian oil concern. The CEO was masterful at churning PRs consistently and was successful in pushing the PPS from 1 cent to $1 in a matter of weeks. Then the company was bought out by a bigger concern. GLTA
