For example: Let's say someone put in an order to buy or sell 10 million shares of stock. Only 100 shares of that order were filled because that's the only amount that was found with either a sell or purchase order to match the other sell or purchase order. This person then would have to wait for others to either sell or buy the other 9million 9hundred and 99 thousand and 900 shares @ either .0001 or .0002 to match the original order.

Moreover, don't worry about the few shares that you see on level 2 as a sell or buy order. It's alway's good to see small support when prices are low and good to see strong support when prices are high. That's when we will see a run when little support for small share orders.
