Yes for my account which is through choicetrade. And I just emailed them asking why isn't this chill showing up through other brokerages like TD, Scottrade, etc. and they just emailed me back saying:

"They may not be aware of these chills through the DTC just as we were just informed of it. Or, those firms may allow trading in these and may pass the fees for settlement to their clients."
