He doesn't need anybody's permission or knowledge to do this, and doesn't need to notify anybody. People find out after the fact. Back during the "big" runup of KATX, there were supposedly less than 100 million shares in existence. Now look at it. Over a billion. Where do you think those shares came from, and how did they get distributed?
