No they don't have to buy back the shares.
In fact they will be increasing the AS to 1 Billion and continuing their dilution to pay off accumulated debt.
Read the 10Q and latest filings, then piece it together, Its pretty clear cut....Its OTC for a reason.

well sorry for the way you feel.JMO But nobody is selling because most educated traders know when a stock is oversold, and the company plans a buy back, the price of that stock will skyrocket, so hang in there and wait till they annouce the buyback, then sell. and we all make money.
As of October 3, 2013, the Company had a total of 259,583,768 shares of Common Stock, outstanding, of which 9,583,768 shares of Common Stock were invalidly issued.
The A/S is only 250,000,000, so you see they got to buy back those 9,583,768
