Step 1: Always build a large block on the ASK, just to convince any longs that there are will sellers here. You don't actually have to have any real sellers, just make it appear that you do. Best to get a couple of MM friends to list a SHORT sales on the ASK, and if anyone attempts to take them out, you can just pull them and fill a min. 10 thousand shares and try it all over again at a higher ASK.

Step 2: Whack the Bids with a series of small but frequent hits, makes it look like a lot of different people are running for the door. The current use of $37 Dumps is perfect example, the 10,000 being the required min. that MM must be willing to Buy or Sell in these penny stocks.
