Here is my take...

He has 10k in the bank making him nothing.
Knows that good news is soon.
Shocked that the price is still at .10 with everybody knowing that the NP-1 is coming out and good fins in weeks.
Who wouldn't put that money into NTEK stock knowing that it could turn to 10 times that in 6+ months.
