Pre-Solicitation Conference: Advanced Trace Explosives Detection

Global Biodefense Department of Homeland Security, Science & Technology Directorate (DHS S&T) is hosting a Pre-Solicitation Conference on October 28, 2013 in Washington, D.C. for the Advanced Trace Detection Instrumentation and Methodologies BAA 13-03.
Under the Broad Agency Announcement (BAA), DHS S&T seeks trace instrumentation and methods to improve explosive detection capabilities. The BAA will be split into four primary components: retrofit of explosive trace detectors (ETDs); desktop ETDs; portable ETDs; and advanced explosive detection tools and methods, including signature analysis and data analytics, advanced contact sampling, and non-contact sampling.
A draft BAA will be made available prior to the pre-solicitation conference, with potential offerors invited to ask questions in advance to be addressed during the event.
Organizations with the skills and expertise for this effort are invited to attend, such as multi-disciplinary R&D teams from industry, universities, equipment manufacturers from various market sectors (e.g., TSA, Department of Defense, medical); national labs; third party algorithm innovators; and component manufacturers in the supply chain.
