All 44 bil shares cannot be bought up so he can buy those shares left over. Second, someone is selling because if they weren't, the PPS would constantly be going up considering the volume traded daily.
The reason the stock doesn't move is because people have shares available at these prices which means either they're not all bought up and/or people are selling at these prices. Once no shares are available at .0002, the stock goes to .0003, etc. until people sell. If there are more buyers than sellers, the price goes up. Simple supply and demand.
So, there are definately shares available. How many is the question. But he can always buy the stock back at higher prices as the stock moves up.
