Very vague. Most common interpretations of this would assume the PRIVATE roads of the mine site.

What's your interpretation?? That they will also plow the state route leading up to the mine site.

I doubt that the state would even allow them to do this. When the state closes a route AT A CERTIAN PIONT it is for safety reasons. The road is blocked off because the state equipment is not able to keep it cleared to normal traffic. And they will not re-open it untill all danger to people traveling the road is past. Meaning spring thaw. Endangerment of lives. People traveling these roads get caught in storms and die every year in the rocky mountians.
