According to this article, share price had already plummeted to under $10.00 when Smith left Molycorp in December 2012.

I agree with you, stock price did fall further after he left from sub-10 to under 5, but most of the fall from 80 to 10 appears to have occurred during his tenure.

Nevertheless, he's been to the big dance before, and his hiring is still a coup for a penny stock like NIOBF. I will be looking to getting in soon. Smith having invested $250k of personal money in a PP at .15 speaks volumes.
