PA does indeed have an exchange through the FED administered one...like 30+ other states. The carriers listed are PA specific...sometimes county specific....you would not want to select a Highmark or Capital BC plan if you were not from certain areas of PA. So, I would indeed say...PA has an exchange...one the taxpayers didn't have to pony up for.
While not a Corbett fan...I agree with the decision to default to the Federal Exchange....we saved tens of millions. Why should a FED mandate cost Pennsylvanians one cent?
