Well, the primary proof is that most all of those underwater photos appear to have been taken at some point in the past ... many months or years ago. Divers that have not worked for DPBE in like 18 months I'm told. Some photos seem to have been harvested from the internet with date stamps added.

Inspectors aren't on board because DPBE is probably not at sea diving. If they were bringing up gobs of treasure every day don't you think they would have some cash in the bank. And the DR government would be spreading the word near and far.
