The number of short shares in Buyins.net is a proprietary algorithm concerning OTC and Pink Sheet Stocks. The numbers reflect the average of the major exchanges on a per month basis. This means that the last few months that the exchanges listed received 7.7% naked short per volume average (all stocks). The number for Pink OTC is unknown until April of next year. The rumor is that it is around 25% average (still unknown).

The major exchanges have the absolute exact numbers as reported. If you are using Buyins for anything above the OTC, you have the best data available.
