At $269 and only reading 1-d barcodes, it looks designed for enterprise only.

IMHO, this has no relevence to NEOM. Strangely enough, Neom shook hands with AirClic stating that their enterprise business was not infringing their tech. I believe Neom's presentation says they will only use 1-d for enterprise?
