The scanning of a bar code through a phone does not violate the Neom patents, but using the bar code to connect to a specific web site on the internet does. Think of it like this, if an individual uses any identifier (bar code, RFID, name, word) and that takes you to a web page, Neom owns that patent.
An example of not violating the Neom Patents: you are already on a web site, you scan a bar code, the web site you are on provides you information about that bar code. This would not be a violation of the patent.
However, with that be said, with all the new patents Neom has purchased and filed recently, my last example could be a violation of the patents as well.
