Do keep in mind that there is more than one dimension for comparing efficacy in something like a flu vaccine.

One dimension is simply what percentage of subjects develop an immunity to a given flu strain based on the INO vaccine compared to a traditional vaccine that covers that strain. I wouldn't expect that number to be much higher for INO.

A second dimension concerns the strains of flue that a vaccine protects against. This is likely to be the true advantage to INO's vaccine - no need to try to guess which strains will be active in a given year. Get the painful shot once and you are covered for three years no matter what strains turn out to be prevalent.

The pain from the electroporation may also be offset somewhat by the elimination of cold-like-symptoms that we are always warned about with traditional vaccines.
